It has responded, not by improving the basic Fire launcher as one would hope, but by trying to block people from changing it. It seems Amazon has finally taken notice of how dissatisfied people are with the default launcher. You may or may not need a reboot or two between those steps. After this, the app should start and let you chose your launcher. The solution is to go to Settings → Apps & Notifications → Manage All Applications → Launcher Hijack v3 → Advanced: Display over other Apps and set it to yes.
